In Nicaragua, the President is the Supreme Chief of the Army. The minister of defense theoretically should direct the elaboration of defense policies, but in reality since the return to office of Daniel Ortega in 2007 the position of minister has been vacant. The President has assumed direct control of the ministry. In fact, since 1990, even when there was a minister, the role and authority of the ministry of defense has been minimal. The Army Commander exercises the general command of the army responding directly to the President. The top military command is composed of the Army Chief, the Chief of the General Staff, and the Inspector General of the Army.
